Single Transferable Vote Consultation


Gofynnir i bobl Powys fynegi eu barn am y posibilrwydd o gyflwyno system Pleidlais Sengl Drosglwyddadwy ar gyfer etholiadau Cyngor Sir lleol, dywedodd y Cyngor Sir.   Yn y rhan fwyaf o ardaloedd Cymru, caiff system y cyntaf i’r felin ei defnyddio i ethol cynghorwyr sir lleol sy’n gofalu am faterion penodol yn eich ardal leol, a’r ymgeisydd sydd â’r rhan fwyaf o bleidleisiau sy’n cael ei ethol.   Yma, ym Mhowys, mae’r cyngor sir yn ystyried y posibilrwydd o symud i system Pleidlais Sengl Trosglwyddadwy a newid y ffordd yr ydych chi’n pleidleisio mewn etholiadau Cyngor Sir lleol.   Mae system Pleidlais Sengl Trosglwyddadwy yn ffurf ar gynrychiolaeth gyfrannol a gynlluniwyd i alluogi pleidleiswyr i gael rhagor o ddewis nag un ymgeisydd yn unig. Yn hytrach nag un person yn cynrychioli pawb mewn ardal fach, bydd ardaloedd mwy o faint yn dethol tîm bach o gynrychiolwyr. Bydd y cynrychiolwyr hyn yn adlewyrchu amrywiaeth o safbwyntiau yn yr ardal.   Dywedodd y Cynghorydd James Gibson-Watt, Arweinydd ac Aelod Cabinet ar gyfer Powys Agored a Thryloyw: “Er mwyn i’r cyngor ystyried y newid i’n system bleidleisio, cytunwyd cynnal ymgynghoriad cyhoeddus ar y mater a bydd y canlyniadau yn ein helpu ni fel cyngor i benderfynu a ydym am gyflwyno system Pleidlais Sengl Drosglwyddadwy ai peidio yn ein hetholiadau lleol yn y dyfodol.     “Rwy’n annog pawb i ddweud ei ddweud, does dim rhaid eich bod chi wedi cofrestru i bleidleisio i roi eich adborth.    “Byddwn ni’n defnyddio’r wybodaeth o’r ymgynghoriad hwn i benderfynu a fyddwn yn mabwysiadau system Pleidlais Sengl Drosglwyddadwy ai peidio o 2027 ymlaen, yn ôl y dyddiad cau a osodwyd gan Lywodraeth Cymru sef 15 Tachwedd 2024”.   Am ragor o fanylion ac i gymryd rhan yn yr ymgynghoriad, ewch i: https://www.dweudeichdweudpowys.cymru/ymgynghoriad-ar-bsd   Mae copïau papur o’r ymgynghoriad ar gael i’w lawrlwytho o’r ddolen uchod a gallwch eu casglu o’ch llyfrgell leol. Dychwelwch ffurflenni wedi eu cwblhau i staff y llyfrgell, neu sganiwch ac e-bostio i haveyoursay@powys.gov.uk.   Y dyddiad cau ar gyfer ymateb yw dydd Llun 30 Medi 2024.  The people of Powys are being asked their views on the possible introduction of the Single Transferable Vote (STV) system for local County Council elections, the County Council has said.   In most areas of Wales, the first-past-the-post system is used to elect local County Councillors, who look after issues specific to your local area, and the candidate(s) with the most votes are elected.   Here in Powys, the county council are looking into the possibility of moving to the Single Transferable Vote (STV) system and changing the way you vote in local County Council elections.   The Single Transferable Vote system is a form of proportional representation designed to allow voters more choice than just one candidate. Rather than one person representing everyone in a small area, bigger areas select a small team of representatives. These representatives reflect the range of opinions in the area.   Cllr James Gibson-Watt, Leader and Cabinet Member for an Open and Transparent Powys, said: “In order for the council to consider the change to our voting system, a public consultation on the matter was agreed and the results will help us as a council decide whether or not we introduce the Single Transferable Vote system for our future local elections.     “I urge everybody to have your say, you don’t need to be registered to vote in order to give us your feedback.   “We will use the information from this consultation to decide whether or not to adopt the Single Transferable Vote system for our local elections, from 2027 onwards, by the deadline set out by Welsh Government of 15 November 2024”.   For more details and to take part in the consultation, please visit: https://www.haveyoursaypowys.wales/stv-consultation   Paper copies of the consultation are available to download from the link above or can be picked up from your local library.  Please return completed forms to library staff, or scan and email them to haveyoursay@powys.gov.uk.   The closing date for responses is Monday 30 September 2024.
