Vale of Grwyney CC Policy for Welcoming Members of the Public to Meetings
The Vale of Grwyney CC encourages community engagement and welcomes members of the public to its meetings. It recognises members of the public may wish to address the Council, but on occasion be unaware of the requirement to comply with the Council’s Public Speaking Policy. The Council wishes to redress this.
The Council would like to ensure members of the public are aware it operates a Public Speaking Policy to enable residents to speak concerning local issues. To apply an application must be submitted to the Clerk prior to the meeting.
To promote compliance with this policy the Clerk will, prior to the start of the meeting, welcome members of the public present and enquire whether they wish to address the Council. If they do wish to speak the Clerk will advise an application should have been submitted prior to the start of the meeting. If such a request has not been received they will be advised, in certain circumstances, the Chairman may use his/her discretionary powers to permit a person to speak. The Clerk will determine what the person wishes to speak about and advise the Chairman.
The Chairman will decide whether the person can address the Council. If consent is granted the speaker must accord to the rules detailed in the Public Speaking Policy.
The public is advised to register via the Council’s Public Speaking Policy to ensure opportunity to speak at a meeting. If an application is not received the Chairman may use his/her discretionary powers to allow the person to speak, but there is no guarantee.
